“We know or should know that our water quality problems are created by the cumulative effect of many different projects and activities resulting in both point and non-point source pollution. Likewise, it is the cumulative effect of many small programs that will improve its quality,” he said.
Small watershed management programs are being developed over the Chesapeake Bay’s 64,000 mile watershed. Mr. Gilkey and Mr. Anderson, who is a member of the Rappahannock River Basin Study Commission, attended a workshop at the conference entitled Best Management Practices: Basin wide Nonpoint Source Pollution Efforts and Innovative Techniques.
According to the present time line, funds for the small watershed grants program will be available Jan. 1, 1999.
