FINDING OF NO SIGNIFICANT IMPACT
FOR
MARINE CORPS WARFIGHTING LABORATORY
LIMITED OBJECTIVE EXPERIMENT
MARNE CORPS COMPAT DEVELOPMENT COMMAfO
QUANTICO, VIRGINIA
Pursuant to Council on Environmental Quality Regulations (40 CFR 1500 -1508) implementing the National Environmental Policy Act (42 U.S.C 4321 et. seq.) and Marine Corps Order P5090.2A, a Finding Of No Significant Impact is hereby provided. This Finding is the result of an Environmental Assessment (EA)'1o conduct a Limited Objective Experiment (LOE) by the Marine Corps Warfighting Laboratory.
The proposed action would conduct an experiment to test and demonstrate battlefield procedures to identify enemy strength using human and technological sensors. The LOE will take place on road networks between Front Royal and Fort A.P Hill, Virginia, for three days in September of 1999. Marine Corps Reserve units will concentrate on the detection of military elements operating in units of one to three vehicles. All movement will be on public roads and within public access areas. Tactical exercises will take place at Marine Corps Base, Quantico and Fort A.P. Hill in designated training areas.
This EA considered two other alternatives. The no action alternative (alternative A) was unacceptable because of the requirement for realistic testing of new concepts and capabilities. Alternative C was rejected because the LOE would have to take place only on military installations, which would present inadequate opportunities for devising realistic, advanced level experimentation over a spacious rural to urban terrain.
It has been determined that the proposed action, alternative B of the EA, will not have a significant effect on the quality of the human environment. Therefore, preparation of an Environmental Impact Statement is not required. This determination was made considering the following factors:
a. There are no known archaeological/historical sites or threatened or endangered species that would be impacted by the LOE.
b. The LOE will have no impact on wetlands or floodplains that are within or adjacent to the operational areas
c. The LOE will not significantly impact wildlife, ’local community activities or minority and lowincome populations.
d. Temporary, elevated noise conditions caused by this experiment will not have a significant impact on local community activities within the operational areas
