ixatzen believes that all children should learn to read by the end of first grade. By doing this, teachers can identify children with problems earlier and begin intense preparation for those students.

Katzen says that he supports private schools because “every student doesn’t respond to your typical public school education.” He is a supporter of charter schools, and was a chief patron for the tuition tax credit.

The tax credit provides a tax break for parents who send there children to private schools, but also enables those individuals to donate their tax credit to a pool for students who cannot afford a private school education. Katzen said that they have studied these programs in other states, and those studies have shown a net gain for localities.

Katzen also pointed out that the amount of tax money that the state has given to Rappahannock County public schools has increased by an estimated $700,000 since the 1997-98 fiscal year. In 199798, Rappahannock County public schools received $2,118,158.04. For 1999-2000 that figure is projected to be $2,862,654.
