His SOLs have proved to be so wrong- headed that teachers and parents alike are up in arms at their inadequacies, and school districts are trying to get approval to substitute more adequate tests. Just compare Maryland's excellent state exam with Virginia's third-rate SOLs: Maryland's tests children's critical thinking and their ability to analyze and reason while our SOLs place far too much emphasis on memorization of facts.
