Zoning is not new. Sources speak of zoning-like regulations in Roman times of 451 B.C., providing for building setbacks. In 1284, the first building ordinance in Vienna, Austria, allowed no more than two stories to a house. It was a fire control measure. In 1692, a measure passed by the Province of Massachusetts Bay prevented common nuisances arising from slaughterhouses - they had to be located in particular areas.
As currently understood, zoning first appeared in cities, e.g., in Los Angeles in 1909, in New York City in 1916. The early 1900s also saw the United States Supreme Court sanction the concept of local land-use control.
