Delete current ij 170-105 and replace, with: Notwithstanding any other provision of this Chapter, where any sign is permitted based,on the content of the sign, then a sign containing '‘non-commercial’' content shall be allowed upon the same terms, conditions, and restrictions as the permitted sign. This provision shall be interpreted so that in no case shall a sign containing "commercial” content be favored over one containing "non-commercial" content."Non-commercial" content means the sign content is not related solely to the economic interests of the speaker and the audience.
