Words to this effect have been used ever since, and they are key objectives of Rappahannock County's zoning ordinances.

Zoning came very early to Rappahannock County, compared to other rural counties in Virginia. In the late 1950s, there was a possibility of uncontrolled development in the county. The problem was debated and the county's first subdivision ordinance was passed somewhat later, in January 1962. July 1966, saw the first zoning ordinance.

Planning for growth in the county came about the same time. The Rappahannock County Planning Commission was formed in 1962. But, although the legal basis for a comprehensive plan was embodied in Title 15.1-446.1 of the Code of Virginia in 1950, nothing was done in Rappahannock County until the late 1970s. The first Comprehensive Plan for Rappahannock County was published in 1980.
