Zoning involves a government classifying land into areas and districts (zones) by legislative action and then passing regulations concerning building and structure designs, building and structure placement, and the uses to which the land, buildings, and structures within such zones may be put. It is preeminently a local matter. Obviously, there is great potential for conflict between an individual's property rights and government's rights.

Most landowners, though not all, realize that certain restrictions on their property and their neighbor's property are for the public good, and that zoning stabilizes and preserves property values. For example, if there were no zoning in the county, someone could set up a slaughterhouse in the middle of Flint Hill.

The stench would drive down the property value of neighbors near and far; restaurants would close; businesses would move elsewhere, all because an individual exercised his or her unfettered property rights.
