otill wondering what all this has to do with the "just right" population level for Rappahannock County? Think about the historical intent of zoning ordinances, quoted above, and the intent of the Comprehensive Plan for Rappahannock County, noted below:
"The comprehensive plan shall be made with' the purpose of guiding and accomplishing a coordinated, adjusted, and harmonious development of the territory which will, in accordance with present and future needs and resources, best promote the health, safety, morals, order, convenience, prosperity and general welfare of the inhabitants.”
These words are part of the reason you have a county government. The words take on meaning when translated into county services. Services reflect actual or perceived needs. In a sense, things can be simple, or complex. More people, more complexity. More complexity, more services. More services, more money. Tax money that you pay.
This may be the crux of a "just right" population level. There should be some sustainable population level where services and tax revenues can be balanced over fairly long periods of time. The Comprehensive Plan, and its related land-use regulations and zoning, may help in arriving at such a sustainable population level.
