Hauling of Leachate From Landfill

The Rappahannock County Board of Supervisors are soliciting bids on sen/ices to haul wastewater from the Rappahannock County Landfill (Weaver Road, Rt. 639, Amissville) to the Warrenton Wastewater Treatment Facility, located on U S. Rt 211 in Warrenton, VA.

The volume of material produced currently averages 1,000 gallons per day, but pumping and hauling operations should be arranged so as to manage the gallonage produced (which increases in wet weather). That gallonage is projected to decrease due to new management operations, including a “pump-back" system, currently under permit review by the Virginia Department of Environmental Quality No volume of water for hauling is guaranteed to the successful bidder The landfill operator shall arrange a mutually convenient schedule with the hauler, which shall generally take place during normal hours of operation.

The successful bidder shall comply with all pertinent requirements of the Commonwealth of Virginia, Department of Health and Department of Environmental Quality. In addition, the bidder shall at all times comply with the directions of the staff at the Warrenton wastewater treatment facility and the Rappahannock County Landfill in matters of operational procedures (of particular note, wastewater may not be released into the treatment facility under pressure). Copies of the complete General Terms and Conditions are available from the office listed below. A pre-bid meeting will be held for any prospective bidders with questions or requests for additional information on Wednesday, February 28. 2001 at 9:00 AM at the County Administrator's Office. Attendance is not required in order to bid on the work herein described. No prequalification is required for this contract.

All bids should be submitted on a form (included with the General Terms arid Conditions documents) clearly identifying the company providing the service, be signed by the principal of the firm, and shall note any exclusions or limitations. The basis for the bid shall also be stated; for this agreement, a per-gallon price shall be used. All fees for treatment of the hauled wastewater shall be the responsibility or Rappahannock County. All bids must be received at the County Administrator's Office, Old Extension Office, 290 Gay Street, P.O. Box 519, Washington, VA 22747 by Friday, March 2, 2001, by 4:00 p.m., at which they will be opened and publicly read.

The term of the contract shall be for twelve months, from April 1, 2001 through March 31, 2001, but may be extended tor additional twelve (12) month periods upon agreement of both parties The terms of Competitive Sealed Bidding as set forth in the Virginia Public Procurement act shall apply The County reserves the right to obtain alternate leachate disposal solutions (on-site treatment & disposal, etc.) should they become available
