By Gerald Ochs Rappahannock News Writer A briefing paper entitled “Regulatory Restrictions, Rappahannock National Bank Project, 1/23/01” was included as an attachment to the agen'.das of both the Washington ■ Architectural Review Board . and Washington Town Council meetings last week. The paper notes that “plans call for the creation of a 'drive-in banking facility, to „ include the installation of -’“video teller” and pneumatic tube functions,” and it describes the regulatory steps required before the bank can implement these plans. The regulatory steps cited include: a VDOT review of ingress and egress; a Virginia Department of Health look at the sewage disposal, should the bank changes “necessitate changes/expansion to the means of sewage disposal;” review and approval of erosion and sediment control .plans by the Culpeper Soil and Water Conservation • District; a development plan • for review by the Zoning I Administrator; and a review
