That percentage may seem like an overwhelming endorsement for Webb, but in Rappahannock, only 5.57% of voters put in a showing at the 6 precincts, casting only 289 votes. By contrast, in last November’s general election, almost 3,000 Rappahannock voters made it to the polls. In Virginia any registered voter is eligible to vote in a party primary, but low turnout is characteristic of party primaries. Statewide turnout was even lower, with only 3% of voters showing up for the primary.
