Commission meetings that racism was the reason the neighborhood was segregated from the town in the past. Historically, Piedmont has been mostly comprised of black residents and the neighborhood is still referred to as “Blacksburg” by some locals.
Members of the Town Council and Planning Commission have been receptive to the idea of adjusting Washington’s borders to include Piedmont, but before they decide on the petition they want to finalize a polity to guide such decisions. The policy the Planning Commission is recommending is generic and does not mention the Piedmont petition.
