The numbers are assigned by VDOT after they carry out a visual inspection of the parts of a bridge. The part with the lowest number becomes the General Condition Rating. The number represents the current structural conditions of the bridge when compared to the condition of the bridge when it was initially constructed. Here are the parts of a bridge that VDOT looks at.
Bridge Deck: This is the part of the bridge that you drive across. Bridge inspectors check for cracking, scaling, broken welds, splitting depending on the deck material of concrete, steel, or timber.
Superstructure: This is the part of the bridge that carries the traffic load and passes that load to the substructure: Inspectors check for cracking, deterioration, section loss and misalignment of bearings.
Substructure: The part of the bridge that holds up everything else: It is subject to cracking, scour, collision dam
