RICHMOND—The biggest message being placed before the General Assembly by Northern Virginia legislators during this election year is a plea for more money for the folks back home.
Faced with the decision of where to spend a $47.2 million budget surplus, many area representatives are clamoring for the majority of that sum to go back to hard pressed localities.
That view goes beyond the
syggfstiogs presented by Gov. John N. Dalton in his stafe-of-tliestate address at the start of the session. Dalton recommended that $12 million go toward the “housekeeping needs’’ of state agencies, $12.2 million on construction and renovation of state property and $16.2 million be returned to the governments of counties, cities and towns.
The governor left $7 million for the legislators to spend as they see fit.
