The timing of the recognition was not “calculated to stifle any opposition from the American people or Congress”, but more likely concerns the SALT talks with the Soviet Union. The idea being, the more fearful the Soviets are of a ChineseAmerican alliance, the more likely they will be to want an agreement limiting arms.
In summary, I’d say that the vital interests of the United States will be best served if we would view things as they truly are, and not what we would like them to be. Carter’s action will enable both the Chinese and the Americans to better understand each other’s motives.
