The Lynchburg Senator said Virginia remains a relatively low tax state compared to the rest of the nation and that the resolution proposed by Wilkins and himself “in no way implies any criticism of our fiscal management in Virginia.”
Schewel called the measure insurance against future expansion in Virginia spending and an effort to set an example for the Federal Government.
