RICHMOND—A bipartisan pair of state legislators has unveiled a proposed amendment to the Virginia Constitution which they hope will put a permanent lid on government spending in the Commonwealth.

Senator Elliot S. Schewel (D-Lynchburg) and Del. Vance Wilkins (R-Amherst) said Jan. 8 they will introduce identical resolutions for the so-called fair tax amendment as their fellow legislators began deliberations in the 1979 General Assembly.
