VIRGINIA motorcyclists will have to continue wearing protective headgear on the highways as a result of action by the House Committee on Roads and Internal Navigation.
The committee has killed a proposal by Del. Floyd C. Bagley, (DPrince William) which would have allowed motorcyclists to ride bare headed while requiring that motor bikes be equipped with one helmet per passenger.
Bagley, who has been trying to do away with the current helmet requirement for several years, was backed by several motorcycling groups in arguing that the mandatory helmet wearing law is an abridgement of the rights of motorcyclists.
“I don’t think it’s right to tell anyone you have to wear that helmet,” Bagley said.
The committee killed Bagley’s proposal after state Highway Safety chief John B. Hanna argued “there is very definitely a reduction in the death rate” of traffic accidents involving motorcyclists when the rider is wearing a helmet.
