The proposed amendment would set a ceiling on state taxes at six per cent of the gross personal income in Virginia.
“When our forefathers gave the government the power to tax. they did not put a limit on it,” Wilkins told a Richmond news conference. “There should be a limit on how much the government can take.”
Schewel said the proposal would leave the state tax bite at about the current level. He said a look at state spending figures over the past several years shows the need for imposing restrictions on the government’s taxation powers.
In 1960, Schewel said* Virginia taxes amounted to onIyT6 per cent of the gross personal income and by 1977 the tax rate had risen to 5.8 per cent.
