“It will be an embarrassing situation if students pass their course work but fail minimum competencies,” Bloomer remarked.

According to Mrs. Massie, the minimum competency exam grew out of public pressure arising from concerns that the schools were not doing a proper job of educating students. She added that she didn’t think the test would achieve results because “the minimum competencies are too minimum.” ‘
Half in jest—or at least with a wide smile—Bloomer suggested that the School Board members take the competency exam when it is administered on April 3. There was no response from the Board.
