Another Republican, Sen. Nathan Miller of Harrisonburg, expressed concern that localities need a larger share of the surplus but urged caution in dispensing the funds too generously.
Miller said economists are predicting further declines in the naition’s economy which could affect revenues taken in by the state.
“It would be bad in my estimation to return that money to the localities then have to turn around later and take it back in the form of taxation," Miller said.
Miller said the Dalton administration is working toward cutting the costs of localities by reducing the number of General Assembly mandates that place a financial burden on municipalities.
