He said he is sponsoring legislation for the governor which would freeze state mandated pupil-teacher ratio at 26 to one, instead of going forward with a program which would have required localities to reduce the ratio to 22 to one by 1983.
But other legislators argued that the governor showed a disregard for the problems of localities, particularly those in urban Northern Virginia, when he indicated he would veto any move for a local option sales tax.
Sen. William Truban (RFauquier) agreed that localities are hard pressed for funds, but argued that most or all of the $47.2 million surplus should be held as a contingency fund for emergency use by the state.
Truban said the state spends an average of $500,000 per half hour or $12 million over every 24-hour period.
“At 412 million a day, if you sneeze you’re in trouble,’’ he said. If the governor’s proposal for distributing $16.2 million to localities is approved by the General Assembly, the town of Washington will receive $585 in October.
