The two groups set $41 million as the first-year cost of state payments to the cities.
The lobbying strength of the two groups has been a major stumbling block in reaching a legislated solution to annexation problems for the past several years and the accord is expected to pave the way for compromise legislation as the General Assembly tackles the issue again this year.
DEL. KENNETH PLUM (DReston) has proposed legislation which would increase the minimum financial responsibility of parents for acts of vandalism by their children from $200 to $2,000.
Plum said the bill may have some preventative effect in making parents more aware of the whereabouts and actions of their children.
