Schewel said the only similarity between his proposal and California’s celebrated Proposition 13, which deals with property taxes, is that both serve to notify federal legislators of “tremendous grassroots support” for limitations on government spendings.

The pair said they expect strong support for their resolution in the General Assembly except from legislators representing more urban areas, particularly Northern Virginia.

“Some urban legislators view this as a possible threat to increase state funding that they were hoping to get.” He said, however, that although the proposal would limit total state expenditures in the future it also contains a provision prohibiting a reduction in the appropriated share of state funds currently being distributed to counties, cities and towns.
