If they can't pass it before graduation, then they’re in awfully bad shape.” By giving extra remedial help, teachers are "going back over things that should have already been gone over.,.1 think it’s an exercise in futility. If they can’t pass that test, they need more than remedial work," Masterson concluded.
Bloomer noted that attention to date had focused on only two components— reading and math—of the competency exam. The third component, social studies and citizenship, will have be developed locally, he said. Local school systems must also develop standards to measure job entry skills that all graduates are supposed to have, said Bloomer.
