Dr. Bloomer informed the board members that federal laws regarding special education will be revised, effective September 1, 1984. Currently, federal law requires localities to provide a “free and adequate” educational program for all handicapped children from five to 21 years of age while state law requires the same program be provided to children from two to 21 years, according to the superintendent. He reported that federal law will be changed in 1984 to cover the years from birth to 21.
