After checking with Commonwealth Attorney George Davis, zoning administrator Evan McNear reported that shooting matches were legal under Virginia law. He added, however, that Davis said the hunt club must be a civic, fraternal or patriotic organization in order for the BZA to have authority to issue the special use permit.
