The Conservation Reserve, Sodbuster and Swampbuster provisions of the 1985 farm bill went into effect on December 23, 1985, when President Reagan signed the Food Security Act of 1985.

Basic authority for the Conservation Reserve is in Subtitle D of Title XII of the Act. The Conservation Reserve has the potential of removing from cultivation — for a decade or more — as many as 40 to 45 million acres of highly erodible land.
