"These are not judgment calls” based on the individual opinions of the School Board members and administrators, Mr. Estabrook stressed. “These are factual rather than judgmental needs,” he said, passing out copies of a rationale sheet with quotes from a visiting accreditation committee’s recommendations, the state’s Standards of Learning and the state Board of Education’s building regulations in support of the proposed high school expansion.
The superintendent also gave the supervisors a list of courses offered at RCHS with the 24 new courses instituted since 1976 highlighted in' red.
The superintendent presented figures from the Bureau of.Vital Statistics which show that the birth rate in Rappahannock County has increased steadily, going from 9.6 per 1,000 in 1983 to 11.5 per 1,000 in 1984 to 12.6 per 1,000 in 1985. “That seems to show some growth,” Mr. Estabrook said.
“What did your school population census show?” asked Supervisor Newbill Miller.
“A decline,” conceded the superintendent.
“That’s what I thought,” the Hampton District representative and former School Board member countered.
