Mr. Estes observed that “We’re going to have to test any property — I don t see why we don’t continue tests here ... If we don’t test there are too many unanswered questions . . . We don’t want to box ourselves into a comer.”

Mr. Lane interjected that “I had no idea what an ugly job it would be to locate a landfill in Rappahannock. It’s turned my life upside down for the last one and a half years ... Time is of the essence — If we even pretend to be responsible we have to take action. If we tell the state we are totally opposed (to the Lee site) we would be as foolish as could be.”

Adding that “I’ve got good friends within shooting distance of the site — it gives me no pleasure to do this,” Mr. Lane offered his resolution to the other members of the board:

Whereas Lee Partnerships has offered land to the Rappahannock County Board of Supervisors for the disposal of only Rappahannock County Solid Waste, and

Whereas the Rappahannock County Board of Supervisors have researched virtually every other option other than a landfill location within Rappahannock County without success, and

Whereas it is the sworn obligation of the Rappahannock County Supervisors to make actions necessary for the provision of solid waste disposal for Rappahannock County residents, and

Whereas time is of the essence,

Now, therefore be it resolved that the Rappahannock County Board of Supervisors has no other choice than to proceed with the testing of the site offered by Lee Partnerships.

Supervisor Estes suggested that the last paragraph of the resolution, referring to the board having “no other choice,” be stricken. Mr. Estes added “We might have other choices ... I don’t want to say this is the last word.”
