officers and employees to serve as assistant registrars or as officers of elections. This would allow government employees to be used to register citizens at various public offices.
3. The Constitution now prohibits any appeal by the Commonwealth in criminal cases. One of the proposed amendments would allow - «n- -appeal * by the • prosecution to be made from " pretrial court ruling regarding the constitutionality of a charge, or the legality of evidence, before the trial begins. Such a case might otherwise result in the dismissal of the accused or suppression of evidence essential to prosecution of the case.
4. At present, no Virginia court can advise a federal court or a court of another state what the Virginia law is in a certain case. One of the proposed amendments would give jurisdiction to the Virginia Supreme Court to answer questions of our state law when requested by a federal court or the highest appellate court of another state.
