Mr. Ruckelshaus also overplayed an aspect of his agency’s role in saving the bay, Sen. Gartlan said. During a speech Friday night, the former administrator said a landmark 1983 study by EPA “told us precisely what was wrong and why. ”

“I don’t think Bill was dissembling, but it just ain’t so,” Sen. Gartlan said.

The study was not nearly so all-encompassing, he said. “It never said, and we are being haunted today because it never said, there is a cause-and-effect relationship” between specific pollutants and specific elements of the bay’s deterioration. p*

Because that evidence is lacking, Sen. Gartlan said, regulators are finding it difficult to enact controls that will survive court challenges by industry.
