- Virginia Tax Commissioner Wil4iam H. Forst has announced that Virginia taxpayers can look forward .to a number of changes next filing .season, including new tax laws, redesigned income tax forms and a -new accelerated refund program. ■> In a presentation to the Governor’s Commission for Efficiency, Commissioner Forst announced that these changes, coupled with the Department’s plans for technological development, will reduce taxpayer {“burden hours” — the amount of time spent on government paperwork — by as much as 900,000 hours »per year by 1992. .* Changes in the individual income ;tax structure account for one-third • of th« burden hours eliminated. Be{cause of the changes in the filing {threshold, more than 400,000 Vir<ginia taxpayers will not have to file {an individual income tax return bet ginning in 1988.
