Mrs. Kilby said that those voters whose birthdays fall after the March 8 primary date will be given a written notice when they register that they are allowed to vote in the presidential preference primary.
The registrar also reminded voters that the presidential primary is a closed election; that is, that voters must select whether they wish a Republican or a Democratic ballot.* Since registration in Virginia does not include indication of party affiliation, the voter is free to choose which ballot he wishes, regardless of his party affiliation.
Following the March 8 primary, registration for the other elections later this year will reopen.
