share for these programs. I’ll be introducing a bill on behalf of the Warren County Department of Social Services to instruct the state to set spending priorities to fund its mandated programs first, then spend the balance on local option programs.
• Warren and Rappahannock counties have asked to be included in the Public Defender system and I have introduced a bill to do this. I support similar proposals in Loudoun and Fauquier counties and Del. Ken Rollins is introducing a bill on that subject.
• Last year I served as chairman of a study committee for the State Crime Commission to explore the feasibility of extending educational programs through the Department of Corrections to local jails which house state-convicted felons. When bed space is unavailable in state correctional facilities, local jails bear the burden of housing these inmates. I think it’s only fair that these local jails receive the same state correctional inmate assistance programs. To help accomplish this goal, I will be asking for $200,000 over the biennium to help local jails fund their educational costs.
