Due to a healthy economy and low unemployment in Virginia, the Governor’s proposed budget of $22.5 ' billion in spending for the 1988-90 biennium does not call for a tax increase, but it does represent a 20 percent increase in spending over the 1986-88 biennium budget of $18.7 billion.

We are fortunate to have sufficient revenues available to meet some of the critical needs of the Commonwealth,

Virginia is one of very few states not having a veterans home or cemetery, but no money was included in the budget to meet these needs, even though federal matching funds are available. This is disturbing to Virginia’s approximately 671,000 veterans who continue to see Virginia remain near the bottom in the nation in spending for veterans’ needs based on the number of citizens who are veterans.
