According to the permit, wastewater discharge from the facility is prohibited without a permit from the State Water Control Board and open burning of solid waste is not allowed without a permit from the State Air Pollution Control Board. Solid waste is to be spread in layers not more than two feet thick prior to compaction, and a minimum daily soil cover of six inches must be applied over the working face of the fill.
The permanent leachate collection system is to be part of Phase I, adding about $30,000 to the cost and bringing the price of developing the initial 8.6 acres to more than $500,000, exclusive of land acquisition and operational expenses.
