On luesday, District Right-ofWay Engineer Granville Coppedge said that his office in Culpeper had not yet received approval from the state right-of-way engineer’s office, to begin negotiations with landowners to purchase land for the highway.
He added that he had no precise estimate of the amount of right-ofway already acquired, but said that “very little" was purchased before the Route 211 project was deferred back in 1975.
Mr. Coppedge said that once his office is given authority to proceed, appraisals will be made on the necessary land and negotiations begun with the owners.
If an agreement with the owner cannot be reached, the state will take the land under the right of eminent domain. The landowner will receive payment equal to the appraised value of the property, which he is free to do with as he wishes, Mr. Coppedge said.
If no settlement can be agreed upon on the value of the property, the case will be heard in Rappahannock County Circuit Court, w here a judge will decide whether the settlement offered by V'DOT was equitable.
