Mr. Estes was replaced by Ritchie V. Burke, a Woudville resident and former building contractor. He began working last week.
After a far more lengthy debate the supervisors agreed on the language of a proposed contract with the Town of Washington for the sale of the county library to the town and the purchase of the Town Hall by the county.
Under the agreement the town will pay $150,000 for the library building before .July 1 of this year. The county will make the money available to the Library Board for building a new library. The county will pay $100,000 for the Town Hall after July 1 of 1090. The library will be able to rent the library building back while a new library is being built for $1 per year for two years and for one more year, if needed, at fair market value.
The county will also receive a small amount of land for a septic system and drainfield for the Town Hall building, which lies in a town street that was surveyed but never built that runs beside the building. The county will be allowed to put an addition to the rear of the Town Hall building and to provide handicapped access to the front. However, an easement placed on the front and side exposures on the building will prevent any changes being made to those three faces.
Under an earlier version of the agreement, if either side violated these covenants, the building would revert to its seller. Commonwealth Attorney Peter Luke explained to the supervisors. The agreement had been changed to allow the
