RCHS Athletic Director Mike Lacika contacted several contractors and only one, Rappavvan, was interested. The $7,700 price tag was Rappawan’s estimate.for spraying the track with a herbicide such as Roundup, two days worth of grading, use of a backhoe to dump sod killed by the herbicide, 300 to 400 tons of number 10 stone, which would be spread about two inches thick, and the cost of spreading the stone and rolling the track.
A memo from Mr. Lacika to Dr. Gangel reporting his investigation noted that Shenandoah County had spent more than $10,000 four years ago to refurbish the track at Strasburg High School.
“We don't have anything in the budget for the track," Dr. Gangel said, referring to the budget for the coming school year.
He noted that there was some money in the budget for gravel, but not enough for 390 to 400 tons. He recommended that Harold Blineoe, the high school’s new assistant principal and athletic director, be given the responsibility to try to get community help for the problem. ^ “The community has been so good with our sports program,” Mrs. Massie said. “I’m quite sure when they know there is a need, people will come forward."
