Mr. McCarthy again recommended that the hearing be continued. He said the deficiencies in the site plan could easily be remedied, but that then the plans would have to be submitted to the highway department.
The county administrator ticked off the list of required information, including engineering studies to show that there is suitable soil to cover over what is deposited on at least a weekly basis. There would have to be tests done on the permeability of the rock in the quarry and an analysis of the ground water conditions to determine if the quarry was a discharge or recharge area.
Then Mr. Frazier would have to show that he could satisfy all the requirements of the Department of Waste Management for a debris landfill. He said these requirements were “a little less” than those for a sanitary landfill. “Our information is not adequate now for a decision,” he added.
“I have a different feeling,” Wakefield District representative Werner Krebser said. He estimated that it would cost Mr. Frazier $30,000 “to prepare a package like this. The county has sufficient information. We can turn down the application now.”
