The cost of the cleanup, to be shared between the two companies, is estimated at between $9 million and $10 million.
Waste basins located at the 50year-old Avtex plant and designed to hold viscose waste were discovered leaking in 1983. Hazardous chemicals then traveled through vertical rock formations underneath the Shenandoah River, contaminating groundwater in residential areas and farm land across the river.
Avtex Fibers Inc. responded by purchasing the contaminated site and pumping the tainted water up through its on-site waste water treatment plant, sending the treated water into the river.
The site was declared a federal Superfund site in 1986. The EPA halted the Avtex treatment process in June of 1987 until a feasibility study to learn the nature and extent of the contamination was conducted.
By September of 1988, the EPA had agreed that the original cleanup process selected by Avtex was the most effective solution.
Avtex and FMC Corp. are now charged with the responsibility of selecting a contractor by Aug. 4 and devising a work plan by Sept. 18. The cleanup process must involve reinstituting the back pumping proc
