Why hadn’t the embassy provided more support to Americans in leaving?
To answer that question from the audience, Mr. Blubaugh told a story:
The son of a congressmen, he said, was in Beijing. As the upheaval continued and indications appeared that civil strife was possible, the embassy was ordered to find and return him to the United States. They located him and worked out a way for him to leave the country. He refused.
Several more sharply worded orders followed. He still refused.
‘And the truth is, we couldn’t make him get out,1 said Mr. Blubaugh. ‘And that’s why Americans abroad are hard to deal with. They don’t tell us they’re there and they don’t want to be told what to do. And, in a way, that's what the events in Beijing were all about.'
