When the historic 1987 Chesapeake Bay Agreement was signed by the three governors, the mayor of the District of Columbia, the EPA administrator and the Chesapeake Bay Commission chairman, they commisssioned a twelve-member panel to examine these questions and make recommendations for the future. The work product of this panel has come to be known as the 2020 Panel Report, and it will be recognized as a seminal document in the evolution of our regional effort to manage the Bay.

The Panel Report challenges the three states to provide comprehensive development and infrastructure planning; protection for wetlands and other enviromentally sensitive area; mandatory management practices for development, agriculture and forestry; and new state and local funding mechanisms.
