From its beginnings, 4-H has thrived because of the synergistic effect of the broad based support; funding from the federal, state and county governments; educational expertise from the land-grant university system; funding from corporations, businesses, foundations and individuals; time and talent from volunteers, alumni and 4-H members themselves.
To weaken or discontinue any part of this support would be folly. The whole is far greater than parts — but every part is essential for success.
Public funding is essential to 4-H and Cooperative Extension Service to provide the strong network of professional guidance in every county of our nation and to provide the professional leadership essential to continuity and progress.
States and counties will be financially unable to shoulder the full costs of Cooperative Extension work if federal funding is cut, even if they are willing, because of similar budget cuts projected for other federalstate assistance programs.
A gradual but terminal dismantling of a recognized and effective system will take place. This will have impacts far beyond the immediate elimination of many programs. At a time when funds for services are also being reduced, the need for such a federalist organization will be even greater.
Private funding for 4-H remains strong and is growing steadily. This is because corporate executives, businessmen, foundation officials and others are sold on what 4-H does for kids. They consider 4-H a sound
