titude of at least 1,000 feet above the highest obstacle within 2,000 feet of the aircraft in congested areas, and at least 500 feet over open areas.
The general regulation also states that aircraft shall be operated at a sufficient height to allow an emergency landing without posing an undue hazard to those on the ground, he continued.
However, the spokesman added, the next section of the regulation contains an exemption for helicopters, which states, in Mr. Farrar’s words, “Helicopters may be operated at less than the minimum altitudes if the operation is conducted without hazard to persons or property on the surface.
“The FAA places no restrictions on how low a helicopter may fly,” Mr. Farrar added, “because to do so would dilute its unique capabilities.”
Washington’s ordinance, which was recommended unanimously by the Planning Commission, will be considered by the Town Council at its meeting on Wednesday, Oct. 11.
