Commonwealth Attorney Peter Luke explained that there are two ways a property can qualify for exemption. “The first way is to form a non-profit corporation organized to establish and maintain a museum,” he said. Another way is for the supervisors to hold a public hearing to establish that the museum meets all the criteria for a non-profit organization and then petition the finance committee of the General Assembly to have the building exempt. A bill would have to pass both houses of the assembly by a three-fourths vote, he said.
The supervisors voted to have Mr. Luke draft a written reply to Miss Jenkins.
The supervisors also heard from Commissioner of Revenue Beverly Atkins about how personal property values are assessed on automobiles. Some taxpayers had complained that their personal property taxes had gone up although the rate had not been raised and their cars were a year older.
Mrs. Atkins explained that this year she had received a list from the Division of Motor Vehicles that had cross-referenced all cars by vehicle identification number. With that information, she had been able to determine exactly what model car taxpayers owned and what extra
