Additional drawbacks of the FCIC program include the large amount of paperwork required to certify yield records or yield losses, Mr. Pease said. Yield records for the past 10 years are required from each participating farmer so that insurers can figure out that farmer’s average yield. Most farmers cannot provide suitable documentation for more than three years.

Mr. Pease said what may end up replacing federal crop insurance is some type of permanent disaster relief legislation. Such a law would specify the conditions of and payments under a disaster plan, eliminating the politically popular but expensive ad-hoc relief bills common over the past few years.

Bush’s main goal is probably just to get the attention of farmers and Congress, said ag economist Marshall. “Basically, it’s a bargaining position,” he said.
