Mr. Reynolds told me last week that he had been contacted by a lawyer known to him, who advised Mr. Reynolds that, in his opinion, I was “fraudulently” registered as a voter in Rappahannock County. The attorney suggested that Mr. Reynolds instruct me not to vote on any matter coming before Council, until I was able to get an opinion from thfr State Board of Elections that I was qualified to register as a voter in Rappahannock County, which, of course, is necessary to my holding public office.
I have never met this other attorney. But, I doubt that his interest in my voter registration is academic and I question his judgement in making a conclusion about a legal issue that, according to the Virginia Code, rests mostly on the “intent’' of the party registering, when he is a complete stranger to me.
After reading further in the Code on the subject myself, I noted that if the qualifications of a party registering to vote are not challenged within six months of registration, he is conclusively presumed to be properly registered. Since I registered to vote in Rappahannock County in October, 1985, the challenge is some four years late.
